Scope and Objective
The Scope of the HLO (HELICOPTER LANDING OFFICER) / HERTL (HELICOPTER EMERGENCY RESPONSE TEAM LEADER) programme is to equip HLO’s and HERTL’s with the knowledge, understanding and skills required to lead a Helideck Emergency Response Team during offshore helideck and helicopter emergencies
The Helicopter Landing Officer (HLO) is responsible for the day-to-day management of the helideck, associated helideck operations and supervision of the Helideck Assistants (HDAs).
The HLO will also be responsible for leading the initial response to a helicopter emergency on an offshore fixed, mobile, floating installation or vessel and leading the HDA helideck emergency response team during the emergency
The objectives of the HLO (HELICOPTER LANDING OFFICER) / HERTL (HELICOPTER EMERGENCY RESPONSE TEAM LEADER) course are
- HLOs to understand the importance of pre-planning for and the main elements of the response requirement for a range of helideck and helicopter emergencies.
- HLOs to understand the importance of emergency response practice via onshore training and offshore drills.
- HLOs to understand the requirement for different types of emergency response systems and controls.
- Understand how the limited emergency response capability on an NUI can affect NUI helideck emergency response.
- The roles and responsibilities of both the HLO and the Helideck Emergency Response Team during a helicopter-related emergency.
- HERTLs to understand the importance of pre-planning for and the main elements of the response requirement for a range of helideck and helicopter emergencies.
- HERTLs to understand the importance of emergency response practice via onshore training and offshore drills.
- HERTLs to understand the requirement for different types of emergency response systems and controls.
- Understand how the limited emergency response capability on an NUI can affect NUI helideck emergency response.
- The roles and responsibilities of both the HERTL and the Helideck Emergency Response Team during a helicopter-related emergency.
- Understanding the human factors issues during emergencies and how to manage them.
- Leading the Helideck Emergency Response Team during a range of typical helideck simulated emergency scenarios – some of which involve live fires, in a safe and controlled manner.
